Count the things one by one.
Counting is matching
Counting means saying one number for one thing. Point at each thing as you say its number, and the last number you say is how many there are.
The order you count in does not matter. Start with any apple you like: as long as you touch every one exactly once, you get the same answer.
One number, one thing
Saying two numbers for one apple, or skipping an apple, is the only way to get this wrong. Touching each one as you go prevents both.
Counting tells you how many, not which one. "There are 7" answers how many; it says nothing about which balloon is which.
